DA-PhilRice Negros conducted the Binhi E-Padala Pre-Registartion and Seed Distribution Scheme in Kabankalan City, Negros Occidental.
The Binhi E-Padala system of the RCEF Seed Program is a faster and easier way of distributing seeds to farmer beneficiaries.
Through this SMS sending system, it will shorten farmers' queuing time for getting seeds, improve the program's logistics, facilitate next-day payment to seed grower cooperatives for their distributed seeds, and save on transportation seeds. This is under the Rice Tarrification Law, or RA 11203, authored by Senator Cynthia A. Villar, which created the Rice Competitiveness Enhancement Fund, or RCEF.
Attended by Mayor Benjie Miranda of Kabankalan City, Mr. Ricky Muscosa, City Agriculturist, and staff, Brgy. Salong Binuligay Farmers Association and DA-PhilRice Negros Staff A total of 365 bags were delivered to 165 farmers.
