Senator Cynthia A.Villar author of the Rice Tariffication Law, that created the RCEF, gave her Inspirational message during the Closing Ceremony of Training of Trainers on High-Quality Inbred Rice, and Seed and Farm Mechanization with 30 participants from Region 3 held at Greene Manor Hotel in San Fernando, Pampanga which was facilitated by ATI Central Luzon.
