Senator Cynthia Villar is guest speaker at the flag raising ceremony at the Philippine National Police Academy (PNPA) in Silang, Cavite, yesterday. She encouraged the leaders and cadets of the institution to grow vegetables in their open spaces and compost their garden waste to enrich the soil.
